The responsibilities of the Church Council and
each churchwide unit's board, program committee, or advisory committee
are described in detail in the
Constitution, Bylaws, and Continuing
Resolutions
of the Evangelical Lutheran Church in America. A brief
description follows:
Church
Council - This church shall have a Church Council which
shall be the board of directors of this church and shall serve as the
interim legislative authority between meetings of the Churchwide
Assembly. (ELCA Constitution Chapter 14)
Boards for
separately incorporated units - Each
board shall meet at least two times each year, shall function
as specified in this church's constitution, bylaws, and
continuing resolutions regarding its responsibilities in
relation to a particular unit of the churchwide organization.

Program Committees - Each program committee shall review
proposed policies and strategies for its areas of responsibility in the
preparation of such policies and strategies for submission by the
executive director of the unit to the appropriate committee of the
Church Council for presentation to the Church Council.

Advisory
Committees - Advisory committees shall be elected or
appointed for their particular experience and expertise.
