The 2005 Churchwide Assembly adopted the
following changes to the nominations and election process:
- Church Council nominations will be made only by synodical assemblies [on a rotating basis] with no additional nominations permitted at the Churchwide Assembly;
- Synods not making nominations for Church Council shall alternately make nominations to Program Committees;
- Nominations to the Multicultural Ministries Program Committee will be made by the ELCA ethnic associations; and
- Nominations to churchwide boards and committees remain "at large" and are provided to the Nominating Committee for consideration.
