faithful and effective model (i.e. one church/one pastor) for
ministry.

Biblically, the church
is wholistic and interdependent. Shared vision and shared leadership
are essential to effective mission and ministry.

Lay leadership must be
developed, nurtured and empowered for effective ministry.

We are "up" on rural
ministry. It is viable and needed. We (the church) are not wasting our
time. We believe rural and small town churches have exciting and
dynamic opportunities for mission.

We value intentional
planning and implementation as a way to affect ministry and mission.

We understand that God
is already at work in STaR congregations and communities.

It is our job to help
people identify, celebrate, rediscover and reclaim the gifts God has
given.

STaR ministry is about people and relationships and sense of purpose
first. Programs and resources are vehicles that support them.

residents in their communities.

ecumenical relationships and believe there are many opportunities for
walking together.
