Over 170 congregations are currently being developed with the leadership of a mission developer and the assistance of the Division for Outreach. They are in a growing mode — in numbers, in faith, in their worship life, in stewardship, and in discipleship. They will remain "under development" until they organize as official congregations of the ELCA.

This list contains starts that were entered within the last few months as well as those that have been under development for some time. It contains fields entered for the first time as well as some "restarts."
