New Starts, New Congregations With an urgent commitment to reach the un-churched, the Evangelical Outreach and Congregational Mission unit, in cooperation with various partners, multiplies the number of new ministries and congregations started by the ELCA. While Lutherans who have moved to a new community are always sought and warmly welcomed, the predominant focus of new congregations is to invite and welcome those without an affiliation with a Christian faith community.
