In adopting this strategic plan, the Evangelical Lutheran Church in America initiates the planning for intentional outreach among Asians and Pacific Islanders. The implementation of this plan will be carried out by the churchwide organization, the synods, congregations, Center for Chinese Ministry of the ELCA, and other institutions of this church. Congregations and individuals of this church will be the primary center of outreach activity. Synods will provide leadership in the respective areas, churchwide units will provide the needed resources, and the Church Council and Churchwide Assembly will monitor these activities.

The director for Asian and Pacific Islander ministries will provide the strategic guidance for this outreach activity. In consultation with the appropriate churchwide units, the director will provide annual updates to the Commission for Multicultural Ministries Steering Committee on the accomplishments of the goals and strategies of this plan.

The Commission for Multicultural Ministries will monitor the progress toward achieving the goals and report to the Steering Committee of the Commission for Multicultural Ministries.
