For the
ELCA, being prepared means different things for different types of
disaster response. While both ministries are committed to the
long-term recovery of all disaster affected areas, the ELCA response to
domestic disasters and international disasters can be very different.

During international
disasters, the ELCA relies very heavily on its
partnerships around the globe,
providing financial aid to help trusted organizations best address the
problems and minister to the people with which they are intimately
familiar.

During domestic disasters,
the ELCA takes a more hands-on approach, both administering financial
aid and by being physically present through Lutheran Disaster Response
staff and volunteers. Domestic
response also includes
an array of
partnerships in a variety of forms.
