The ELCA's first churchwide assembly, held in Chicago in 1989, took several major actions:

"Ecumenism: Vision of the ELCA" was adopted provisionally in 1989, and finally adopted with some revisions by the 1991 Churchwide Assembly "Social Statements in the ELCA: Principles and Procedures," established the process for developing public statements on social issues The assembly approved continued use of "A Statement on Communion Practices" The "Mission90" program was adopted The ELCA Board of Pensions was asked to withdraw all funds invested in companies doing business in South Africa as an expression of opposition to apartheid.  A constitution for the Lutheran Youth Organization was also approved.
