E.W. Mueller (rural church expert/advisor) An Iowa native and pastor, Elwin Mueller served with both the National Lutheran Council and as associate secretary of the Lutheran Council in the U.S.A. Department of Church and Community Planning. In 1969, at the invitation of Augustana College, Sioux Falls, South Dakota, he set up the Center for Community Organization and Area Development, an experimental research center for rural ministry. His expertise on rural life and farming made him a trusted consultant to U.S. agriculture secretaries through several administrations. That and his consultative role with other church bodies led to his being called "Mr. Rural Protestant".
